I generally do all the prep indoors and do the actual dusty messy bit sat outside. I still end up with a load of mess but at least it is easier to sweep away rather than spend a further 20 minutes de-coaking everything/where indoors, and I can give myself a dust down easier too outside.

I hope that it slots between those bracket pieces... as you have a lot of shaping and fettling out on that centre piece to do and you will need to have dry fitted the other bulkheads to that piece before you do the shaping, and at times I found it easier to work on it resting on my lap and at times ...

The New Period Ship Handbook by Keith Julier - this is the cover of the book that covers that Victory build specifically. Have you got the Keith Julier book in which he builds this one? The same writeup was also featured in Model boat magazine 10-year or more ago now as a 2-edition build.

Rob told me of this little trick last year - and it has really helped me start to get etch on and fitting at the right angle...
